ALAN S  Yes by turning the tiny screw with the provided tool
MORIAN W  Yes, it comes with the key to adjust declination.
JEFFREY N  Yes. It can be adjusted temporarily if you use the compass in a variety of areas with different magnetic variation or it can be permanently set if you use the compass in the same area where the magnetic variation is constant. Procedures to adjust for inclination are included in the instruction booklet that comes with the compass.

DAN W  Silva used to be a European Company. The name has been bought by Johnson Outdoors.
DAN W  The Compass was a gift to my daughter. Not sure where it was made. A little searching online (Google) found several links that based on these, I'd say it was made in Asia, possibly China. I've had one for years, and no problems from my daughters so far.
