It is a waterproof and windproof somewhat, but not insulated.

Polyurethane coated fabric. It is kind of stiff and noisy crinkly with a shiny slippery inside. I have not used yet, but it has a look that it will be pretty effective in significant rain. It does breath and has pit vents. I wore it in a cold wind and it did not block wind as well as I thought it would. Because it is stiff and crinkly there are other things I prefer to wear if the rain is light. On the other hand if it is really raining I'm sticking with this! It is pretty light and packs easily in it's own pocket
