Two of the same hats were bought. One Fit and one Didn't, I have returned the Medium size Pink hat thinking I could get a Youth Large as a replacement. Large youth are not offered. But that's OK. We have a few stores in our area that carry North Face where I can take her and try sizes on her. She is 8 and will be buming out if we can's find one that fits.

No. My daughter is 4 and measures 20.5. Medium is a a bit too small.

Yes, the North Face Denali Beanie I ordered was for my two year old granddaughter. It fit her well, and she will be able to wear it again this winter. . . . and she loves it!

Yes, pretty close. My daughter had a small when she was 4-5, and has 2 mediums (1 pink and 1 purple) from ages 8-10. She loves this hat, and even wears it indoors! I think the small would fit a 2-3 year old, because my child is small for her age (48" and 42 lbs. at 10 years old). Hope this helps.
