ROBERT S The TSA doesn't specifically ban solid fuel sources, but under the general "highly-flammable" items they prefer not to have checked, Esbit tabs may count as such to some TSA agents, depending on their mood(though as hard as it can be to light the tabs, I personally wouldn't consider them "highly" flammable, and would have no concerns about flying with them). The active ingredient Hexamine doesn't trip airport "sniffers", so if I was going to travel with them I would simply divide the tabs and scatter them around my food or toiletries kit. "Fuel? No sir, that's backcountry soap!".
