KAUAKEA C Well, all I know is that when I ordered a 32x32 Piero Pant in Shark, I ended up getting a 32 Regular as it says on the tag. Which is what I wanted because my other Piero pants are the exact same size. I'm not sure what you would get if you ordred a 32x31. But to answer your question, you are correct. The first number, in this case 32, denotes the waist and the second number 31 "should" denote the inseam. But, is that what you will receive? Not sure. You might get a 32 Regular or maybe a 32 Short. I just don't know. I would give it a shot since Sunny Sports has THE easiest exchange and return policy. Read up on it to determine if it's worth a shot. These pants are worth the trouble.
ADAM B The first number is the inseam. MH makes these in long (34), regular (32), and short (30) inseams. If it helps at all I'm 5'10" about 155 and I ordered both the 32 and 30 inseam and for hiking I found the 30 inseam to be the best fit length wise.
LAWRENCE L if you put a 31" waist in your search, than yes, you can be sure that the second number is the inseam.
